“Effective recovery and development of communities will be based on three things: public engagement, effective governance, and an effective project office,” concluded Taras Byk, a board member of the NGO “Agency for Reconstruction and Development”.

The last panel of the conference on energy-efficient urban recovery “Planning for energy-efficient recovery in cities”, which took place on March 7, 2024 in Kyiv, was moderated by the Executive Director of Association Energy Efficient Cities of Ukraine, Svyatoslav Pavlyuk. The panel speakers included two representatives of Association Energy Efficient Cities of Ukraine member communities, the Mayor of Zvyahel, Mykola Borovets, and the Deputy Mayor of Trostyanets, Maksym Synyavin, who shared their communities’ experience in the field of energy efficiency and plans for 2024.

Oksana Kysil, a national expert of Covenant of Mayors – East, and Taras Byk, a board member of the NGO “Agency for Reconstruction and Development”, emphasized the importance of community recovery planning.

“Short-term restoration projects should go hand in hand with the strategic development of communities. After all, there is a threat that short-term projects may diverge from the strategic vision. In addition, a separate institution will be needed to implement these plans”, – the experts emphasized during the discussion.

The speakers also agreed on the importance of involving in the planning processes in communities, in addition to the authorities, NGOs, business and youth, also condominiums, because they are the ones who can write projects on the energy efficiency of their buildings.
