United Nations High Commissioner for Refugees (UNHCR)

UNHCR, the UN Refugee Agency, is a global inter-governmental organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities, and stateless people.

We work to ensure that everybody has the right to seek asylum and find safety after having fled persecution, violence, war or disaster at home. Since 1950, we have responded to multiple crises on multiple continents, and provided legal support and vital assistance to refugees, asylum-seekers, internally displaced and stateless people.

We help to save lives and build better futures for millions forced from home.

UNHCR’s overall financial requirements for the Ukraine situation response 2026 are $614 million. More details are available in UNHCR Ukraine Situation Appeal 2026. Specifically for UNHCR’s planned response in Ukraine, see UNHCR Ukraine Programme Summary 2026, and the interagency Ukraine Humanitarian Needs and Response Plan 2026.

UNHCR is working closely with the Government of Ukraine, in the framework of the National Recovery Plan, with local actors and with partners like IOM and UNDP to promote people and community-centered programs that help displaced people access housing repairs and support, assistance and livelihoods programs and basic services and other relevant support in their areas of return. UNHCR strives to ensure that our response is aligned with and complement the national social protection system and housing programmes. Local actors have extensive and long-standing experience in communities, with a substantive understanding of the needs, challenges and opportunities. Harnessing this expertise and learning from it is critical for UNHCR to deliver effective and sustainable programmes.
