U-LEAD with Europe

We, the Ukraine – Local Empowerment, Accountability and Development Programme, in short U-LEAD with Europe, are a partnership of the Ukrainian government and the European Union and its member states Germany, Denmark, France, Austria, Poland and Slovenia to support the establishment of a multi-level governance that is transparent, accountable and responsive to the needs of the population of Ukraine.

Our purpose is to strengthen the capacities of key actors and stakeholders at national, regional and local levels in order to enhance local self-government in municipalities, also during the times of war and recovery.

Our work has a positive impact on the lives of the Ukrainian people because we empower municipalities to take inclusive and transparent decisions, deliver quality local public services and implement effective local development policies.

During the most difficult times of war and recovery, we provide essential knowledge, advice and equipment which helps Ukrainian municipalities to cope with the consequences of the war and increases their resilience in the medium- and long term.
