How Gmina Boguchwała in Poland solves housing problems

    So briefly about the SIM project.

    Poles throughout the country (of course, where local authorities want to develop this topic) registered Communal Unions, the task of which is not superprofits, but the construction of affordable housing and its further management

    The state provided each of such enterprises with support for organizational issues (creation of offices, hiring people, projects, etc.) in the amount of 3 million zlotys (about 35 million UAH). These funds are quite enough to start!

    Then the state and banks provide funds at low interest rates, the municipality adds something for arranging spatial planning, building communications, etc. and 20% of the cost of housing is paid by the resident who wants to live in a new, fully equipped housing.

    Construction lasts about 1.5-2 years and is very comfortable for residents. Both outdoor parking and underground parking and elevators for people with disabilities are well thought out and the social sphere is nearby

    A resident can live in such housing all their lives and even pass it on to their children. One condition is timely payment of utility bills!

    You can gradually buy out an apartment over 15 years.

    How and who can get it? Anyone!

    The advantage, if there are more applications than available apartments, is given to socially vulnerable citizens, there is a clear evaluation mechanism

    What does this give people? Cheaper housing!

    7 thousand zlotys per square meter (only 20% is paid by the resident). For comparison, in the city of Rzeszów, private developers charge approximately PLN 11,000/m2!

    What it gives to city is high-quality housing and new residents. Jobs for local people in construction and maintenance

    What it gives to the state is that housing construction is launched across the country, the economy is stimulated in various areas. And of course, residents are satisfied with this government policy

    Does it really work? Yes!

    Every year,Gmina Boguchwała increases the number of such housing and the number of community residents. You can see more details in the photo – several thousand in recent years! And this is a small municipality of 20,000!

    I propose to launch such a program and opportunities for our municipalities!

    And the housing problem in cities, especially for IDPs, will begin to disappear!

In 1998 and 2002, he was elected Deputy of the Trostyanets City Council. In 2005 he has been elected Secretary of the Trostyanets City Council. He was elected Major of Trostyanets City in May 2005. The confidence rating Mayor Bova has received reached 70% during the last election.

    Yuriy Bova is currently a Vice-president of the Association of Open Cities, Vice-president of the Mayors Club, Member of the Board of the Association of Small Cities, Honorary President of the Trostyanets Entrepreneurs Union, Founder of Trostyanets Regional Charity Foundation “Dobrota”.

    He is the author of many publications on the development of entrepreneurship and local self-government.

    Municipal web-portal "Global Trostyanets" of Trostyanets city hromada was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation in 2022 and develop today. To some extent, this is a unique web resource, which has no analogues in Ukraine.

    Trostyanets is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

    Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for municipality! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.
