Development concept of the Industrial Park “Trostyanets”

    On July 18, 2014, at the 47th session of the 6th convocation of the Trostyanets City Council, by decision No. 247 “On the Concept of the Industrial Park “Trostyanets”, the Concept of the Industrial Park “Trostyanets” was approved, and by decision No. 248 “On the Creation of the Industrial Park “Trostyanets”, the Industrial Park “Trostyanets” was created on two land plots:

    • cadastral number 5925010100:00:001:0141, with an area of ​​31.5852 hectares
    • cadastral number 5925010100:00:001:0139, with an area of ​​8.3704 hectares

    A total area of ​​39.9556 hectares in the city of Trostyanets on Naberezhna Street, for a period of 30 years.

    The land plots for the creation and operation of the Trostyanets Industrial Park are located within the industrial zone of the city next to the main production facilities of one of the leaders of the food industry of Ukraine, PJSC Mondelez Ukraine.

    The park consists of two adjacent land plots.

    In accordance with the General Plan of the city of Trostyanets, the land plots on which the Trostyanets Industrial Park is planned to be created belong to the category of industrial, transport, communications, defense and energy lands. Until 2008, the above-mentioned land plots were part of the lands of the former Pivnenkivskyi Sugar Plant.

    These plots belong to the zone of possible placement of promising environmentally friendly industrial and production facilities, small and medium-sized business facilities, scientific and industrial facilities, warehouses and bases, and municipal facilities (in accordance with urban planning justifications or other urban planning documentation).

    The site partially falls within the sanitary protection zone of the city’s wastewater treatment facilities.
    Participants, as business entities of any form of ownership, must be registered in the territory of the administrative-territorial unit within which the industrial park is located, i.e. in the Trostyanets city territorial community (for the purpose of collecting taxes on entrepreneurial activity to the city budget).
    Conclusion, in accordance with the procedure established by current legislation, between the participants and the management company of the industrial park of an agreement on the transfer of a land plot for use (sublease) with the right to develop it within the industrial park.
    Conclusion with the management company of the industrial park of an agreement on the implementation of economic activities within the industrial park in accordance with Article 30 of the Law of Ukraine “On Industrial Parks”.

    The minimum guaranteed term of economic activities within the industrial park is 7 years.

    Requirements for participants of the industrial park:

    • Creation of a legal entity, separate divisions (branches, representative offices).
    • The enterprise must be profitable.
    • The minimum number of new jobs created is 50.
    • Compliance with the requirements of current tax, labor, and environmental legislation.
    • Availability of a business plan for the development of the enterprise for at least 10 years.
    • Anticipation of a positive economic and social effect from the implementation of the project.
    • Participants, as business entities of any form of ownership, must be registered in the territory of the administrative-territorial unit within which the industrial park is located, that is, in the Trostyanets city territorial community (for the purpose of collecting taxes on entrepreneurial activity to the city budget).
    • Conclusion of an agreement between the participants and the management company of the industrial park on the transfer of land for use (sublease) with the right to develop it within the industrial park in accordance with the procedure established by current legislation.
    • Conclusion of an agreement with the management company of the industrial park on the implementation of economic activities within the industrial park in accordance with Article 30 of the Law of Ukraine “On Industrial Parks”.
    • The minimum guaranteed term of economic activities within the industrial park is 7 years.

    On October 14, 2014, the State Agency for Investment and National Project Management of Ukraine registered the Trostyanets Industrial Park under No. 12 in the National Register of Industrial (Industrial) Parks of Ukraine.

    In accordance with the concept of the Trostyanets Industrial Park, food or light industry enterprises can be established on the territory of the park. In order to create an industrial cluster around PJSC “Mondelis Ukraine”, priority will be given to food and processing industry enterprises involved in sugar production, milk processing, flour and flour products production, and egg processing.

    The Trostyanets Industrial Park, initiated by the Trostyanets City Council, was included in the Register of Industrial Parks on October 14, 2014.

    The area of ​​the site is 39.9556 hectares.

    The term for which it was created is 30 years.

    The purpose of creating the Trostyanets Industrial Park is to ensure economic development and increase the competitiveness of the city of Trostyanets, activate the city’s investment activity, create new working cities, develop modern production and market infrastructure, if possible, partially ensure the production of raw materials for the leader of the food industry, PJSC Mondelez Ukraine, and further develop agricultural production in the region.

    Functional purpose: the priority areas of activity are the processing of agricultural products, light, woodworking, automotive and instrument-making industries.

    He started his professional career at the Trostyanets City Council in 2006, working in the areas of legal compliance, control of local taxes and fees, and economic development of municipality.
    In 2015–2017, he headed the Department of Economic Development, Investment Attraction, and International Cooperation of the city council. In this position, he coordinated activities related to attracting investments, developing international cooperation, supporting entrepreneurship, and implementing strategic directions for community development.
