NEFCO’s representatives arrived to Trostyanets city hromada

    Naftogaz has paid a working visit to Trostyanets as part of the project “Reconstruction and Modernization of Wastewater Treatment Facilities in Trostyanets, Sumy Oblast” a delegation of representatives of the Nordic Environment Finance Corporation (NEFCO), which is the key donor of the project.

    The delegation included NEFCO Senior Program Manager NEFCO Senior Program Manager Henrik Toremak from Sweden, Water Sector Project Advisor Sergiy Zyma, Water Sector Project Advisor at NEFCO Ukraine, and Maksym Svirid, Deputy Project of the project, consultant Maksym Svirskyi. The visit took place in the context of the active phase of of reconstruction works that are of strategic importance for the environmental safety and livelihoods of our city.

    The meeting was attended by Deputy Mayors Yuriy Zayats and Maksym Syniavin, heads of departments of the city council, specialists from the Trostianetscommunservice utility company, and a representative of the contractor that won the tender for the project, Andriy Torubara, CEO of Energy Saving Technologies.

    The Trostianets wastewater treatment plant, which was built in the 1970s, is not only morally and technologically outdated, but also damaged as a result of the Russian occupation and hostilities in 2022. Their modernization is an issue of environmental safety, as well as a guarantee of the normal functioning of the city’s municipal infrastructure for decades to come.

    The parties discussed the technical aspects of the project, key milestones and deadlines. NEFCO representatives emphasized the importance of the project, noted their interest in its successful completion, and asked the contractor a number of questions about the organization of the process. In turn, Andriy Torubara outlined the specifics of the work and reported on preparations for the start of the main stage of reconstruction.

    Maxym Synyavin, Deputy Mayor of Trostyanets, confirmed that the city team, the contractor and international partners are already working to ensure that the reconstruction is carried out with the highest quality and on time.

    We are grateful to NEFCO for its trust in the community, financial support and readiness for dialogue. The rehabilitation of the sewage treatment plant is an important element of Trostyanets’ post-war recovery strategy, and its implementation demonstrates the effectiveness of international partnership even in difficult conditions.

    The Nordic Environment Finance Corporation (NEFCO) provided a grant of UAH 177 million for the implementation of this large-scale project. This funding is part of the European Union’s support and does not require repayment. The funds will be used for design, equipment procurement, and construction and installation works.

    Maksym Syniavin

    Deputy Mayor for Regional Development, Project Activities, International Cooperation, Urban Planning, Architecture, and State Architectural and Construction Control. He graduated from the National Technical University “Kharkiv Polytechnic Institute” with a degree in Economics and Entrepreneurship and received the qualification of economist.
    He started his professional career at the Trostyanets City Council in 2007. He worked in the areas of consumer rights protection, entrepreneurship and trade development.
    In 2015–2017, he headed the Department of Urban Planning, Architecture, Construction, communal services, and Improvement of the city council.
    In his professional activity, he combines a strategic vision for territorial development, a practical approach to project implementation, experience in international cooperation, and a deep understanding of the community’s needs.

    Municipal web-portal "Global Trostyanets" of Trostyanets city hromada was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation in 2022 and develop today. To some extent, this is a unique web resource, which has no analogues in Ukraine.

    Trostyanets is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

    Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for municipality! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.
