First of all, we would like to draw your attention to the fact that two powerful foreign food industry enterprises are successfully operating in Trostyanets city – the factory of PrJSC “Mondelez Ukraine”, and LLC “Jacobs Dow Egberts Ukraine”.
From 1995 to 2021, the volume of investments in the development of these enterprises amounted to more than $ 200 million. The volume of production at both enterprises in 2021 amounted to 79394.02 tons for a total of $ 358.2 million.


By February 24, 2022, a total of 1,400 people worked at both enterprises. Despite significant damage and looting during the occupation of the city, in 2023-2024, Mondelez Ukraine PJSC invested 20 million US dollars in the restoration of the chocolate factory, and the volume of production in 2024 already amounted to 26.3 thousand tons for a total of 6.9 billion UAH.
According to the results of 2024, Mondelez Ukraine PJSC ranked 155th among the largest companies and enterprises in Ukraine. Also, the Jacobs Dow Egberts Ukraine LLC plant resumed its activities, which is actually located on the territory of the Mondelez Ukraine PJSC chocolate factory. According to the results of 2024, Jacobs Dow Egberts Ukraine LLC ranked 334th among the largest companies and enterprises in Ukraine.


In addition, after the occupation of the city, LLC “TD ELDORADO” also resumed its work – a manufacturer of high-quality flour certified by FSSC 22000 (Food Safety Certification System, including ISO 22000:2018, ISO/TS 22002-1:2009 and additional requirements of FSSC 22000) and SMETA 4-pillar (Sedex Member Ethical Trade Audit) with a processing capacity of 5,000 tons of grain per month.
The enterprise has a laboratory that performs comprehensive analysis of raw materials and finished products daily using devices from leading international brands CHOPIN and PERTEN. LLC “TD Eldorado” fully supplies flour to the chocolate factory of PrJSC “Mondelis Ukraine”, in addition, it supplies flour to such companies as NESTLE, VALESTO, GRONA, ECO Market, KFC, ROSHEN, FOZZY GROUP, AVK, SmaCom, CHANTA, FORNETTI, Hercules, ALDEYA, RigaKhlib, Millville. It should be noted that LLC “TD ELDORADO” is considering opportunities for cooperation with investors by expanding milling capacities, joint investments in logistics (hubs/elevators), long-term contracts for the supply of grain and flour (a link to information and photos of products is attached.




The main investment site is the Industrial Park “Trostyanets”, which is located in the city of Trostyanets, in its industrial zone. Industrial Park “Trostyanets” is located on two land plots with a total area of 39.9556 hectares, namely: land plot cadastral number 925010100:00:001:0141 with an area of 31.5852 hectares and land plot cadastral number 5925010100:00:001:0139 with an area of 8.3704 hectares.


Industrial Park “Trostyanets” has a good geographical location and is in close proximity to the main engineering and transport communications. Water supply and sewage networks have already been brought to the territory of the industrial park. It should be noted separately that the Trostyanets City Council is currently implementing a project to reconstruct the city’s wastewater treatment facilities, which are located 150 m from the territory of the Industrial Park, at the expense of the NEFCO investment fund for a total amount of 4.2 million euros.
At a distance of 1.3 km from the Industrial Park “Trostyanets” is the central city electrical substation, which has a capacity reserve of 12.05 MW, and at a distance of 20 m, a solar power plant with a capacity of 5.6 MW was built by the German investor LLC “Global Green Energy Solar I”, which can potentially meet the needs of future enterprises. The city is home to a large railway junction “Trostyanets-Smorodyne” (2.6 km from Industrial Park “Trostyanets”) and the national highway H-12 (2.5 km from Prompark) runs through the city center, connecting such large cities as Kharkiv, Sumy and Poltava.
The city council has set the minimum rent for land under industrial parks on the territory of the Trostyanets city hromada at 0.01% of the normative monetary valuation of the land (with the maximum possible amount – 12%), which is 134.18 Euros per year for 39.9556 hectares


State tax incentives for residents of industrial parks:
- exemption from import VAT and customs duties on equipment that must be used exclusively within Industrial Park “Trostyanets” without the right to rent, lease or transfer for use on any other terms for a period of 5 years;
- exemption from income tax for 10 years, provided that a portion of the profit equivalent to the amount of income tax is reinvested (dividends cannot be accrued and paid).
According to the concept of the Industrial Park “Trostyanets”, food or light industry enterprises can be created on the territory of the park. In order to create an industrial cluster around PrJSC “Mondelis Ukraine”, priority will be given to food and processing industry enterprises for sugar production, milk processing, flour and flour products production and egg processing. As already mentioned, LLC “TD ELDORADO” already fully supplies the chocolate factory of PrJSC “Mondelis Ukraine” with flour. However, investment projects for the construction of a dairy plant, a sugar factory and a chicken egg processing plant remain promising for implementation.
Given the current need of the chocolate factory of PrJSC “Mondelis Ukraine” in dairy products in the amount of 3,000 tons per year, investors can build a dairy plant with a processing capacity of 30,000 tons of normalized milk per year, or 120-150 tons per day, with production lines for butter, condensed milk and dry dairy products on the territory of Industrial Park “Trostyanets”. The investment amount is approximately $4.5 million.
For the implementation of this project, it is possible to use milk from existing dairy complexes located in a 60 km zone around the city of Trostyanets, or to build dairy complexes for 8.5 thousand cows of the dairy herd on the territory of the Trostyanets city hromada. At the same time, it will be necessary to form a dairy herd of cows with a productivity of 4-4.5 thousand liters of milk with an appropriate feed base. The amount of investment in the construction of a dairy farm with a livestock of 8.5 thousand cows is 3.5 million $.
It should be noted separately that there are 13 land plots in the municipality with a total area of 98.2 hectares (from 0.5 to 16.1 hectares), on which it is potentially possible to place dairy farms. The amount of land rent is 80 $ per 1 hectare per year.
As for the needs of the chocolate factory of PrJSC “Mondelis Ukraine” in egg melange, it is 900 tons per year. To produce such a quantity of melange, industrial processing of 20 million chicken eggs is necessary, which requires the construction of an appropriate egg melange production facility with a capacity of 3 tons per day. Such production can also be located on the territory of Industrial Park “Trostyanets”.
It is worth noting that on the outskirts of the city of Trostyanets, 7.7 km from Industrial Park “Trostyanets”, there is a former poultry farm with a total area of 12.4 hectares, on which it is possible to restore a complex for raising laying hens (with a capacity of 75 thousand laying hens with an annual productivity of 250-300 eggs) with a potential meat processing line. The amount of investment in such a complex will be approximately $2.1 million
A sugar factory can also be located on the territory of Industrial Park “Trostyanets”, since the chocolate factory of PrJSC “Mondelis Ukraine” alone consumes 12,730 tons of sugar per year. It should be noted that a sugar factory operated in the city of Trostyanets until 2005, and now a chocolate factory is located directly on its territory. An interesting fact is that Trostyanets sugar production dates back to the XIXth Century, and municipality has fertile lands and traditions of growing sugar beets.
As of 01.01.2025, there are 40,432.87 hectares of agricultural land on the territory of Trostyanets city hromada, and to produce sugar according to the needs of the chocolate factory, it is necessary to create a beet sowing zone with an approximate area of only 5,000 hectares in the agricultural enterprises of the municipality.



Investors can build a sugar factory with a capacity of 1,500 tons of beet processing per day on the territory of Industrial Park “Trostyanets”, the estimated cost of which is $100 million.
It is also worth noting that in 2028, almost 1,000 hectares of unclaimed and uninherited shares will be transferred to the communal property of the muniipality, on which it is potentially possible to grow sugar beet. The area of such shares ranges from 1 to 4 hectares, however, the land legislation of Ukraine provides for the exchange of land plots into arrays for ease of cultivation.
These land plots will be leased by auction, and the lease cost will start from $ 90.5 per 1 hectare. In addition, in the period from 2026 to 2034, the current land lease agreements for a total area of 2,963.26 hectares will expire. Such lease agreements cover land plots with an area of from 3 hectares to 100 hectares. The process of leasing these plots will also take place through auctions, and the lease cost will also start from $ 90.5 per 1 hectare.
Thus, potential investors can not only build a sugar factory, but also lease almost 3,000 hectares of land, creating a full cycle of sugar production, starting with the cultivation of sugar beets. It should be noted separately that the waste of the sugar industry (pulp and molasses) can provide a feed base for livestock.
However, the mentioned 3,000 hectares can be used not only for the cultivation of sugar beets, but also for other crops, depending on the needs of the market.
A separate area of investment in our community is the woodworking industry and the export of oak and ash products.
On the territory of the Trostyanets city hromada, the area of forests is 29,961 hectares, of which 27,392 hectares are hardwoods, 5,271 hectares are coniferous trees, and 2,743 hectares are softwoods.
The annual stock of industrial timber is 71,904 m3. The average age of forests is 76 years.
Both state-owned enterprises and private companies work in this area. One example is One Parquet Company (information and photos are attached), which specializes in the production of parquet and other wood products.



Production potential: given the structure of the existing forests, facing sheets, veneer, various joinery and carpentry products, furniture, parquet boards, fiberboard, chipboard, plywood, etc. can be produced.
Cooperation formats: individual orders, production according to specifications, supply of raw materials, investments in already operating business entities; possible production of blanks for finishing in Italy.
Infrastructure: 5 business entities engaged in wood processing; plots for woodworking shops in the industrial park; possibility of rail shipment of pallets/containers.

Taking into account the positive example of the construction of a 5.7 MW solar power plant by German investors LLC “Global Green Energy Solar I”, the city council analyzed potentially possible places for the placement of renewable energy (sun/wind).

Thus, 10 land plots with a total area of 122.5 hectares have been identified in the municipality for the potential construction of solar and wind power plants with an area of from 2 to 36.2 hectares. When determining the specified areas, it was taken into account that a transformer substation should be located in the immediate vicinity or at a small distance from them to discharge the generated electricity into the power system. The amount of land rent in 2025 prices is $ 400 per 1 ha. In accordance with the land legislation of Ukraine, land plots are leased for these purposes without an auction.

Sales markets: local consumers and the wider energy market of neighboring regions; in the future – expansion of network connections.
Connection: in cooperation with the distribution system operator, the community provides support for technical conditions and land management.

Investments in brick production
Within the city of Trostyanets there is a land plot cadastral number 5925082700:00:003:0034 with an area of 11.2594 hectares on which a brick factory is located.
The territory of the factory is partially asphalted and fenced. Engineering communications are connected: water, electricity, its own electrical substation with a capacity of 400 kW with a 100% reserve. The source of water supply is a well with a depth of 100 m and the Rozhnovsky Tower with a volume of 25 m³. At a distance of 10 m from the border of the site there is a medium-pressure gas pipeline (diameter 100 mm, pressure 0.5 kgf / cm²).
The facility has a convenient transport location: 2 km from the city center, nearby the national road N-12 Sumy–Poltava and the Sumy–Kharkiv highway, as well as 4.1 km from the Trostyanets-Smorodino railway station. The proximity of the quarry, the presence of transport highways and engineering infrastructure make the facility attractive for the resumption of brick production.
Production potential: total area of buildings 3274.1 m² (domestic two-story building — 356 m² (new roof, windows, doors), ring kiln — 1215 m² (needs major repairs), brick factory building — 1282.7 m² (needs major repairs), utility rooms — 420.1 m².)
Raw material base: nearby land plot (cadastral number 5925082700:00:003:0206, area 37.3773 ha) with promising reserves of loam with a volume of 969 m³ for brick production.

Investments in mineral water production.
This investment direction is possible through the implementation of two separate projects.
The first project involves the restoration of a mineral water plant located in the city of Trostyanets on a land plot with cadastral number 5925010100:00:013:0136 with a total area of 1.5387 hectares.
There is an own electrical substation with a capacity of 400 kW, which is currently loaded only by 25%, and accordingly the power reserve is 300 kW.
There are two wells on the territory of the plant, with a depth of 140 and 146 meters, and there is also a Rozhnovsky Tower with a volume of 40 m3. A low-pressure gas pipeline with a diameter of 50 mm, a pressure of 0.5 kgf / cm2, is brought to the territory of the plant.
The area of the plant buildings is about 5000 m2, including:
- a soft drink bottling shop with an area of 1500 m2 with closed-loop soft drink bottling equipment with a capacity of 6000 bottles per hour
- a finished product warehouse with an area of 1200 m2 (the warehouse is insulated with special rooms for personnel, which can accommodate large-sized equipment)
- a laboratory for testing the quality of finished products
- an administrative building, which has been completely renovated
- three boxes for cars with a turning section with equipment
- a sawmill
- an industrial refrigerator (fully in working order)
- a welding department
- a carpentry department
- other utility rooms

The distance to the city center is 800 m. The national road N-12 Sumy-Poltava runs along the eastern part of the land plot. The company is currently registered as a limited liability company (LLC “Trostyanetska Voda”). The sole owners of the company are individuals – citizens of Ukraine. The owners are considering opportunities for cooperation, in particular by attracting investments in economic activities, or selling to new investors, the preliminary sale price is $ 0.7 million.
The second project involves the placement of production facilities for bottling mineral water in Krynychne village, which is located 11 km from the city of Trostyanets. A feature of the implementation of this project is the presence of the Krynychne spring located in the southeastern outskirts of the village (coordinates: 50°32’34.3″N 35°03’28.8″E).
The underground waters of the spring have a high-quality composition with a healing effect: weakly mineralized magnesium-calcium hydrocarbonate, without specific components and properties, weakly alkaline, cold. The latest assessment of water safety and quality (August 2020, “Ukrainian Research Institute of Medical Rehabilitation and Balneology of the Ministry of Health of Ukraine”) confirmed compliance with regulatory documents and the possibility of using water as a mineral natural canteen, including for industrial packaging. Studies have revealed a stimulating effect on the excretory function of the kidneys, the activity of the stomach and liver.
Production potential: in the center of the village of Krynychne, on B. Khmelnytskyi Street, there is a land plot with an area of 3.9563 hectares (cadastral number 5925083900:01:001:0094), which is in municipal ownership and belongs to the lands of the agricultural reserve. The site has investment potential for the construction of production facilities (previously used by an agricultural enterprise).


Nearby are vacant non-residential buildings of municipal property with an area of 194.1 m², 282.6 m² and 104.1 m², which require repair and restoration of communications. The territory can be adapted for a company bottling drinking water, beer and other beverages.
Cooperation formats: transfer of land and buildings for rent to an investor; privatization of non-residential buildings with subsequent investment and restoration; implementation of joint infrastructure projects based on the Krynychne spring and existing production areas.

Investments in the fishing industry.
There are 60 water bodies in the community with a total water surface area of 315 hectares (from 0.5 ha to 34.1 ha).
Lease term: from 7 to 49 years.
Annual rent is $40 per 1 ha.

Investments in gardening and berry growing.
There are 13 land plots for gardening and berry growing in the community with a total area of 116.1 ha (from 1.2 to 30.3 ha).

Annual rent is $80 per 1 ha.


Investments in recreational and tourist activities.
The community has 6 recreational land plots with a total area of 42.8433 hectares (from 1.5 to 13.1 hectares), located near the cleanest river in Eastern Ukraine – Vorskla. The plots are intended for the construction of recreation centers and hotels.

From Destruction to Renewal
On March 25, 2022, the Armed Forces of Ukraine liberated Trostyanets after weeks of fierce fighting. Local residents played a crucial role, providing intelligence, resisting occupation, and supporting the army.
The occupation left 1,550 buildings damaged or destroyed, 49 residents killed, and losses exceeding $100 million. Yet within two years, schools, kindergartens, and major factories resumed operations, and the population even grew thanks to IDPs.
Comprehensive Reconstruction
In early 2023, Trostianets became one of six pilot cities in Ukraine’s state program for comprehensive reconstruction under the “Build Back Better” principle.
Projects include:
- Restoration of housing (Blagovishchanska St. 53, Neskuchanska St. 9).
- Reconstruction of the hospital, polyclinic, and Station Square.
- Modernization of stormwater and sewage networks.
- New pedestrian crossings, parking, and transport hubs.
Medical infrastructure is being rebuilt with state and international support (including GIZ Modular Hospital extension solution worth €1,2 M).
Business Resilience
Despite the war, not a single enterprise left Trostyanets.
- Mondelēz International factory, badly damaged in March 2022, was fully restored by May 2024.
