Trostyanets’ City Hall Reconstruction Concept

    Building area: 1 830,0 square meters

    As a result of the occupation of Trostyanets, which took place in the first month of the full-scale russian invasion, the administrative building suffered significant damage due to the illegal actions of the russian military based there.

    The premises of the Trostyanets City Council were used by russian military units, which led to numerous looting and damage both inside and outside the building. Deterioration of working conditions in the building of the Trostyanets City Council has a negative impact on the efficiency of the staff who provide services to the local citizens. In the cold season, a significant amount of heat is lost during the heating of the building, which negatively affects the temperature regime in the room, making it difficult for employees to perform their duties effectively.

    The outdated and war-damaged appearance of the administrative building of the Trostyanets City Council also negatively affects the city’s image both in Ukraine and among international partners. In addition, it has a negative impact on the psychological state of the population, which has not yet been able to fully recover from the traumatic memories of the hostilities and the occupation of Trostyanets.

    This project will contribute to the creation of comfortable conditions to ensure the effective work of local self-government in the Trostyanets community by carrying out capital repairs and thermal modernization of the premises of the Trostyanets City Council with a total area of 1,830 square meters. and will serve as an example of quality management of municipal institutions of the community.

    The goal of the project — to create comfortable conditions to ensure the effective operation of local self-government in Trostyanets City Hall by carrying out capital repairs and thermal modernization of the premises of the Trostyanets City Council.

    Project goals:

    1. Provision of comfortable working conditions for employees (about 60 people) and visitors of the Trostyanets City Council (about 150 people).
    2. Reduction of costs of the Trostyanets City Council for heating the building through thermal modernization, the savings will amount to approximately UAH 500,000 annually.
    3. Improving the appearance and functionality of the Trostyanets City Council building.
    4. Implementation of modern technologies and materials for insulation and heating to reduce heating costs.
    5. Improving the accessibility of the building for people with disabilities by installing ramps and elevators, if necessary.

    To implement this project, the following measures must be taken:

    • Development of a detailed reconstruction plan, including architectural, engineering and design solutions
    • Development of design and estimate documentation, which will determine the scope and cost of works.
    • Conducting a tender for the selection of a contracting organization with experience in the field of major repairs and thermal modernization.
    • Conclusion of a contract with the selected organization for the performance of works.
    • Carrying out capital repairs using modern materials and technologies.
    • Adaptation of premises for the needs of persons with disabilities.
    • Checking the quality of the performed work.
    • Putting the facility into operation.

    The main risks that may arise in the framework of project implementation are minimal. In order to avoid them and minimize the impact, a risk mitigation strategy has been developed, which is presented below.

    Target audience of the project:

    • Citizens of the Trostyanets, in particular, are 26,880 people who will have access to high-quality administrative services.
    • Employees of local self-government who will be able to provide qualified assistance in comfortable and well-equipped conditions.
    • Less mobile population groups and persons with disabilities, who will have the opportunity to freely visit the institution and receive administrative services (about 1,000 people).
    • International partners and investors who visit the institution and hold business meetings or discuss important issues for the community.

    Expected results of the project:

    1. Increasing the efficiency of city council employees in comfortable conditions.
    2. Reduction of heating costs, which will positively affect local budget savings.
    3. Improving accessibility for people with disabilities (about 1,000 people).
    4. Improvement of the appearance of the building, which is the image of the community.

    In general, the implementation of the project will contribute to the provision of appropriate conditions for the provision of administrative services to the residents of the community, increase the efficiency of the work of local self-government employees, as well as contribute to the sustainable development of the community through the modernization and optimization of the functioning of the Trostyanets City Council.

    The estimated cost of project implementation in current prices as of March 2024 is UAH 35,136,360.

    He started his professional career at the Trostyanets City Council in 2007. He worked in the areas of consumer rights protection, entrepreneurship and trade development.
    In 2015–2017, he headed the Department of Urban Planning, Architecture, Construction, communal services, and Improvement of the city council.
    In his professional activity, he combines a strategic vision for territorial development, a practical approach to project implementation, experience in international cooperation, and a deep understanding of the community’s needs.

    Municipal web-portal "Global Trostyanets" of Trostyanets city hromada was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation in 2022 and develop today. To some extent, this is a unique web resource, which has no analogues in Ukraine.

    Trostyanets is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

    Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for municipality! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.
