Modern settlement for IDPs in Trostyanets City Concept Vision

    Project objective

    Create conditions for the integration of IDPs into Trostyanets city hromada by setting up a complex of modular residential premises in the City Arboretum Neskuchne.

    The relevance of the project

    Although Trostyanets city hromada was under occupation in 2022 for more than a month and a significant part of its infrastructure was destroyed, now city’s authorities are making every effort to recover and ensure decent living conditions for IDPs.

    Accordingly, one of the priority areas for the community is to ensure decent living conditions for internally displaced persons and residents whose homes were damaged due to the Russian invasion and occupation.

    As of January 1, 2025, Trostyanets city hromada hosts more than 2000 IDPs, including:

    • 1052 women, and 548 men (including 305 children), 58% of whom belong to vulnerable groups: 68 persons with disabilities, 361 persons over the age of 60, 112 unemployed individuals, and 305 children.

    Due to the ongoing war in Ukraine, people continue to seek refuge throughout the country, including in the Trostyanets community, fleeing from dangerous regions. These individuals are internally displaced and require appropriate living conditions and social services to facilitate their socialization and integration into the community.

    Currently, the first phase of the IDP settlement construction has been completed in Trostyanets city hromada. It includes an administrative building, a dormitory (for approximately 80–100 people), a kitchen, and the potential to expand the complex to accommodate more residents. A centralized water supply system has been built. Local wastewater treatment facilities and a drainage system have also been constructed. By June 2025, the settlement will be connected to the central power supply system, after which it will be fully operational.

    This project aims to build additional modular housing units as described below:

    Project goals

    1. Create high-quality living conditions for IDPs in Trostyanets municipality.
    2. Develop a comprehensive set of measures to support and comfortably integrate IDPs into the community’s life.

    Projects tasks

    1. Organize and equip a compact IDP housing center.
    2. Develop infrastructure and services for IDPs.
    3. Create and implement awareness campaigns about IDP needs and challenges, and attract support from the local community and external donors.

    The target audience of the project

    1. People who lost their homes due to the war. The proposed IDP center will accommodate approximately 150 people, including both local residents whose homes were destroyed and IDPs from other regions.
    2. Trostyanets citizens currently hosting displaced relatives, friends, or strangers in need. The city’s schools and kindergartens are seeing an increase in children.
    3. Local authorities, since the project addresses the housing needs of IDPs.

    Expected results of the project

    1. Arrangement of the premises of the IDP settlement in Trostyanets city hromada.
    2. Provision of temporary housing for IDPs in Trostyanets city hromada
    3. Integration of IDPs into society, reduction of social tension among IDPs and in the community as a whole
    4. Improvement of the demographic situation in the community by increasing the number of IDPs and return of citizens from forced evacuation.
    5. Possibility to use the human resources of IDPs for the restoration and development of the municipality.

    Project implementation period – 1 year.

    Maksym Syniavin

    Deputy Mayor for Regional Development, Project Activities, International Cooperation, Urban Planning, Architecture, and State Architectural and Construction Control. He graduated from the National Technical University “Kharkiv Polytechnic Institute” with a degree in Economics and Entrepreneurship and received the qualification of economist.
    He started his professional career at the Trostyanets City Council in 2007. He worked in the areas of consumer rights protection, entrepreneurship and trade development.
    In 2015–2017, he headed the Department of Urban Planning, Architecture, Construction, communal services, and Improvement of the city council.
    In his professional activity, he combines a strategic vision for territorial development, a practical approach to project implementation, experience in international cooperation, and a deep understanding of the community’s needs.

    Municipal web-portal "Global Trostyanets" of Trostyanets city hromada was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation in 2022 and develop today. To some extent, this is a unique web resource, which has no analogues in Ukraine.

    Trostyanets is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

    Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for municipality! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.
