USAID HOVERLA

USAID Governance and Local Accountability (HOVERLA) Activity assists the Government of Ukraine (GOU) to progress and strengthen decentralization reform by supporting local governance institutions to become more self-reliant, accountable to citizens, and able to provide services effectively. USAID HOVERLA also assists GOU in clearly defining levels of government, respective authorities, and their responsibilities.
1. USAID HOVERLA supports decentralization reform:
- to help Ukrainians improve their quality of everyday life
- to make local government transparent, accountable, and accessible to communities
2. USAID HOVERLA supports the local self-governance in the implementation of their new mandates and responsibilities provided by decentralization reform
3. USAID HOVERLA assists the Government of Ukraine further in developing a strong legal framework for local governance to consolidate the irreversibility of the reform
4. USAID HOVERLA supports citizens of communities to increase their influence in local governance
