"Global Trostyanets" municipal web-portal

Municipal web-portal “Global Trostyanets” was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation and develop today.

To some extent, this is a unique web resource, which has no analogues in Ukraine.

The team of Trostyanets City Council learned quickly to respond to the challenges of wartime, prepare high-quality grant applications, and prove the innovativeness of their ideas. In just 3.5 years, more than 30 large-scale projects have been implemented in cooperation with international donors and Ukrainian partners.

As of end of 2025, Trostyanets has attracted 391.3 million hryvnias from international and Ukrainian partners, and 541.5 million hryvnias from the state – for the reconstruction of damaged facilities and compensation to residents for destroyed housing, totally approximately 933 million hryvnias.

Trostyanets hromada is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for community! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.

1. Purpose

The official municipal web-portal “Global Trostyanets” is the primary digital platform for delivering accurate, timely, accessible, and transparent information about international partnerships of our municipality, technical assistance programs which operates in Trostyanets, developed strategic documents, signed documents, news about official visits and much more.

A core strategic priority is to highlight and advance international partnerships, including sister city relations, European municipal networks, cultural exchanges, economic cooperation, knowledge sharing, and collaborative projects on issues like sustainability, IT innovation, energy resilience, and economic development.

“Global Trostyanets” as digital media platform promotes citizen engagement, transparency, and the municipality’s role as an active global citizen while supporting local benefits from international ties.

2. Core Principles

  • Accuracy and Timeliness: All content, especially on partnerships, must be factual, up-to-date, and verified.
  • Neutrality and Objectivity: Maintain non-partisan, professional tone. International content focuses on official municipal activities and public benefits, avoiding political advocacy.
  • Transparency: Clearly label official vs. partner-generated content. Disclose partnership agreements, outcomes, and funding where relevant.
  • Accessibility: Comply with WCAG standards. Use plain language for global audiences.
  • Inclusivity and Respect: Celebrate cultural diversity and mutual respect in all international content.
  • Public Interest: Prioritize content showing tangible local benefits from international partnerships (economic development, cultural enrichment, best practices, etc.).

3. Responsibilities

  • Communications Director / Website Administrator: Oversees overall content strategy, homepage features, and international partnership sections.
  • International Relations / Sister Cities Coordinator: Leads content related to European and global partnerships, educational exchanges, other networks.
  • Department Head: Ensure departmental content aligns with this policy, including contributions highlighting international aspects of their work.
  • All Staff: Content must support the municipality’s international goals where relevant.

4. Content Standards and Prioritization

All content must relate to municipal responsibilities or public interest. High priority is given to:

  • official international partnerships, sister/friendship cities, and global networks (e.g., Mayors for economic Growth (M4EG) initiative, Mayors’ Club, Association of Small Towns of Ukraine, etc.)
  • cultural, educational, and youth exchanges
  • economic development, and investment opportunities through international ties
  • collaborative projects on recovery, sustainability, innovation, health, and energy resilience
  • best practices and knowledge-sharing outcomes from European sister cities
  • announcements of visits, agreements, joint events, and success stories

Content Approval Process:

  • All international partnership content requires review and approval by Communications Director / Website Administrator.
  • Major announcements need approval from the Mayor’s Office or designated authority.

5. Specific Guidelines

  • Events & Calendars: Promote official international events, exchanges, and delegations alongside local ones.
  • External Links & Partner Content: Approved links to partner cities or organizations must include disclaimers. Partner-provided content must be clearly attributed and fact-checked.
  • Images, Videos & Multimedia: Use high-quality, respectful visuals from partnerships (with proper permissions and credits). Highlight people-to-people connections.
  • User-Generated Content / Comments: Moderated for relevance, civility, and respect for cultural diversity.
  • Prohibited Content:
    • Political advocacy, endorsements of foreign governments or ideologies.
    • Commercial advertising (except official economic development promotions).
    • Unverified claims about partnerships or outcomes.
    • Content that could harm diplomatic relations or municipal reputation.
    • Confidential negotiation details or sensitive information.

6. Review, Updates & Corrections

  • International partnership content reviewed at least quarterly for accuracy and relevance.
  • Errors corrected promptly with a transparent note.
  • Outdated partnership information archived clearly.

7. Legal & Compliance

  • Comply with public records laws, data protection/privacy regulations, accessibility standards, and copyright.
  • All international agreements and activities align with national laws and municipal authority.
  • Respect data sovereignty and privacy in cross-border collaborations.

8. Enforcement

  • Communications Director / Website Administrator in coordination with legal counsel and Department Head enforces this policy.
  • Violations may result in content removal, account restrictions, and disciplinary action.
  • This policy is reviewed annually or upon major changes in international strategy.
