    Project objective

    Reduce the environmental impact on municipality through the introduction of modern technologies for the collection, sorting and recycling of household waste, provide convenient conditions for hromada’s residents, and raise environmental awareness.

    The relevance of the project

    The Ecologically Clean Community project is aimed at introducing new technologies for household waste management in the community. This is a comprehensive initiative that includes the purchase of modern garbage trucks, garbage collection containers, arrangement of container sites and introduction of waste sorting. As a result of the project, the community will have an effective waste management system that will help reduce environmental pollution, increase waste recycling and raise environmental awareness among residents.

    Since February 24, 2022, the territory of the Trostyanets city hromada has been occupied by enemy troops. During the month, Russian occupation forces destroyed educational, cultural, healthcare, administrative buildings, residential buildings, and much more.  As a result of the military aggression of the Russian Federation, 1550 objects of various forms of ownership were destroyed and damaged. The losses in the community amount to about 120 million EUR. The city budget is extremely limited and that is why the Trostyanets City Council is making every effort to solve the problems in the community.

    Currently, the community faces a number of problems related to household waste management:

    • Low efficiency of waste collection and removal due to outdated equipment and insufficient number of garbage trucks.
    • Low level of waste sorting – lack of proper infrastructure for sorting and recycling materials.
    • Environmental pollution – due to unauthorized landfills that have a negative impact on the ecosystem and the health of residents.
    • Lack of understanding of the importance of sorting – due to lack of access to sorting containers and lack of education on environmental awareness among citizens.

    Currently, the only service provider in the community is the Ecoservice subsidiary of the Trostyanets City Council’s municipal enterprise Trostyanetskomunservice, whose specialized equipment has been damaged or destroyed.

    The company currently has only three GAZ-53 garbage trucks, three MTZ-82 tractors and one T-40 tractor, which are outdated, have significant physical wear and tear due to prolonged use and constantly break down.

    It should also be noted that this number of available vehicles is physically unable to meet the needs of the community, which consists of the city and 38 rural settlements, in high-quality and timely removal of solid waste (including secondary waste), reduction of unauthorized landfills and improvement of the environmental situation in the community.

    That is why, given the limited financial resources of the city budget, the Trostyanets City Council is not able to solve all the problematic issues at once, and it is because of this factor that there is a need to attract additional resources for the implementation of this project, which is of great social importance.

    Implementation of the project will solve the above problems, improve the efficiency of waste collection, reduce pollution and ensure the development of waste recycling that meets modern environmental standards.

    The following activities are planned to be implemented within the project:

    1. Purchase of 5 new garbage trucks

    The purchase of modern garbage trucks is necessary to ensure efficient collection of household waste in the community. It is planned to purchase 5 new garbage trucks, in particular, medium-sized ones, capable of ensuring regular waste collection in urban and rural areas.

    Features of the garbage trucks:

    • Type: Diesel.
    • Body volume: 10-15 m³ for convenient waste collection and transportation.
    • Technical characteristics: modern automatic unloading systems, environmentally friendly engines, high level of reliability.
    • Advantages: increased capacity and efficiency, minimized emissions, reduced fuel costs.

    Cost:

    • Purchase of 5 garbage trucks – 600,000 Euros.
    • Procurement of 1700 garbage cans

    A sufficient number of containers must be provided for convenient collection of household waste in the community. It is planned to purchase 1700 garbage cans (110 liters). The bins will be equipped with lids and a convenient transportation system, which will reduce unpleasant odors and provide better conditions for waste disposal.

    Features of the containers:

    • Types: plastic, with the ability to sort waste (for different types of materials: paper, plastic, metal).
    • Additional features: sealing system, built-in handles and wheels for easy movement.
    • Placement locations: The containers are supposed to be evenly distributed in different areas of the community.

    Cost:

    • 1700 containers (100 euros per unit) – 85,000 Euros.
    1. Arrangement of 600 sites for solid waste containers

    To ensure convenient access to the containers, it is necessary to arrange waste collection sites in different parts of the community. Each site will include from 2 to 6 containers for different types of waste. The sites will be designed to meet aesthetic and environmental requirements and have sufficient space for safe placement of containers.

    Features of the sites:

    • Material: concrete or asphalt.
    • Size: each site will provide space for 2-6 containers.
    • Locations: The location of the sites will be based on population density and the need for waste collection.

    Cost:

    • The cost of 600 sites is 600,000 Euros.
    • Acquisition of a medium-sized sorting line

    The sorting line will automate the waste sorting process, which will significantly increase the efficiency of recycling. The sorting line will include systems for separating plastic, glass, metal waste and organic materials.

    Features of the sorting line:

    • Capacity: up to 10-20 tons of waste per day.
    • Technology: automatic sorting using sensors to select different materials, conveyor systems, shredders.
    • Benefits: reduced labor costs, high sorting accuracy, improved quality of recycled materials.

    Project goals

    • Reduce the environmental burden on the environment by introducing a modern system of solid waste collection, sorting and recycling in the Trostianets community.
    • Improve the quality of public services in the field of waste management by updating the material and technical base (garbage trucks, containers, sorting line).
    • Reduce the number of illegal landfills and improve the sanitary and environmental condition of the community’s settlements
    • Promote the development of a waste management culture among residents by creating conditions for sorting and conducting an information and awareness campaign.
    • Lay the foundation for sustainable community development in accordance with environmental, social and economic priorities.

    Project tasks

    1. Purchase 5 new garbage trucks to ensure regular collection of household waste.
    2. Purchase 1700 waste bins for waste collection in different parts of the community.
    3. Arrange 600 sites for solid waste containers to ensure convenient and accessible waste collection.
    4. Purchase a medium-sized sorting line to increase the efficiency of waste processing.

    The target audience of the project

    1. Community residents – more than 26,000 people living in the city of Trostyanets and 38 rural settlements. They will have convenient access to the waste collection and sorting system, a clean environment and improved sanitation.
    2. Municipal enterprise “ Trostyanetskomunservice” and its subsidiary “Ecoservice” – the main waste management service provider, which will receive new equipment, infrastructure and opportunities for modernization of services.
    3. Community educational institutions (schools, kindergartens) – as facilities where environmental awareness education will be conducted, as well as participants in the sorting system.
    4. Vulnerable categories of the population – internally displaced persons, large families and people with limited mobility, who are in particular need of a safe and sanitary environment.
    5. Local entrepreneurs and businesses – by improving infrastructure, reducing disposal costs and creating opportunities for cooperation in the field of recycling.

    Expected results of the project

    1. 5 new modern garbage trucks were purchased, which will allow to cover all settlements of the community with regular collection of solid waste.
    2. 1700 new garbage cans were installed, including containers for separate collection (plastic, paper, glass, organic).
    3. 600 container sites were arranged in convenient and accessible places for residents, including rural areas.
    4. A medium-sized sorting line with a capacity of up to 20 tons per day was put into operation.
    5. High-quality and safe waste management conditions were provided for residents of more than 38 settlements.
    6. Reduced the number of illegal landfills and the amount of waste going to landfills by at least 30% during the first year of implementation.
