Placement of retail facilities and construction of the entrance group to Central Park

    The private partner will be responsible for financing the works related to the construction of 6 pavilions and the decoration of the surrounding area (laying sidewalks, arranging the parking area for vehicles and other decoration in accordance with the project) on L. Tatarenko Street in the city of Trostyanets, Sumy region, maintaining the area around the pavilions and the entrance group of the P.I. Tchaikovsky Park in proper condition, cleaning it and further operation of the newly created facilities. In turn, the Trostyanets City Council will grant the right to use the land plot for the construction of the pavilions, ensure the receipt of the necessary documents for such construction within the scope of its competence on issues of regulating urban development activities, and also prepare project documentation.

    The ultimate goal of the project is to increase the comfortable recreation area for residents of the Trostyanets City Amalgamated HromADA, and guests of the city, develop the infrastructure of the city of Trostyanets by placing 6 retail facilities and building an entrance group in the city park named after P.I. Tchaikovsky. Tchaikovsky, creating new jobs, attracting additional investments, developing private enterprises.

    The Project is planned to be implemented with the funds of the local budget (financed by the state and city budgets or other funds not prohibited by current legislation) and the funds of the private partner.

    The Trostyanets City Council and the private partner will co-finance the construction of the entrance group to the Tchaikovsky Park in the proportion of 9/1, respectively, while the private partner assumes the obligation to place trade pavilions on the territory of the park.

    The purpose of the public-private partnership (hereinafter referred to as the PPP): placement of trade facilities and construction of the entrance group to the P.I. Tchaikovsky City Park.

    PPP object: Entrance group to the P.I. Tchaikovsky Park in the city of Trostyanets, the obligation to co-finance the construction of which, as well as the obligation to maintain it during the partnership period, is imposed on the Private Partner under the terms specified in the Agreement concluded within the framework of the PPP.

    PPP term: 10 (ten) years.

    Name of the state partner: territorial community of the city of Trostyanets represented by the Trostyanets City Council.

    Type of agreement to be concluded within the framework of the PPP: agreement on joint activities.

He graduated from the National Technical University “Kharkiv Polytechnic Institute” with a degree in Economics and Entrepreneurship and received the qualification of economist.
    He started his professional career at the Trostyanets City Council in 2007. He worked in the areas of consumer rights protection, entrepreneurship and trade development.
    In 2015–2017, he headed the Department of Urban Planning, Architecture, Construction, communal services, and Improvement of the city council.
    In his professional activity, he combines a strategic vision for territorial development, a practical approach to project implementation, experience in international cooperation, and a deep understanding of the community’s needs.

    Municipal web-portal "Global Trostyanets" of Trostyanets city hromada was founded in May 2026 as a quick response and gratitude to all our international partners who helped our hromada survive after the occupation in 2022 and develop today. To some extent, this is a unique web resource, which has no analogues in Ukraine.

    Trostyanets is becoming an example of high-quality reconstruction and resilience. Financial support from the state and international partners has given us the chance to restore the housing stock, equip premises for the accommodation of displaced persons, create modern medical institutions, launch the educational process, revive and develop the municipal sphere.

    Today we have already demonstrated that restoration is not only about rebuilding buildings. It is the path to a qualitatively new level of life for municipality! We have become an example for the country and a convincing signal for foreign donors: aid brings tangible changes.
