During 2023, the Trostyanets City Council, together with Envitech LLC, developed the necessary design and estimate documentation for the creation of a modern Primary Health Care Center in Trostyanets city hromada.
The goal of the project is to improve the conditions for providing primary medical care through the reconstruction of a non-residential 3-story building with a total area of 1,103.6 sq m, increasing its area and using a modern approach to energy efficiency of public buildings and a high-quality level of medical services.



The average annual number of visitors to the facility is about 42,000 people.
Project objectives:
- ensuring proper conditions for providing medical care to 26,880 community residents, in particular by improving the accessibility and quality of services
- creating a modern and functional medical facility with an area of 2,012.39 sq m, that meets modern standards and community needs
- using modern technologies and approaches to reduce energy consumption and optimize building maintenance costs
The existing Trostyanets Primary Health Care Center was damaged during hostilities in hromada in 2022, resulting in damage to all door and window structures, the roof, and the facade, as well as the looting of part of the medical equipment and vehicle fleet.
In addition, the specified medical facility does not meet the conditions for providing primary medical care due to the obsolescence of its material base, low throughput capacity, which does not allow it to simultaneously accept all patients, the lack of a convenient transport interchange, and geographical distance from the city center.
Given this situation, a possible solution to this problem is to move the Primary Health Care Center to another building that is conveniently located and suitable for housing a medical facility.











Due to the limited territory of the health care facility, the lack of conditions for low-mobility groups, low energy efficiency, and inconvenient geographical location, the possibility of modernizing the existing premises to meet current requirements for providing high-quality primary health care.
Given this situation, a possible solution to the above-mentioned problems is to transfer the Primary Health Care Center to another building that is conveniently located and suitable for housing a medical facility.
During 2023, the Trostyanets City Council, together with Envitech LLC, developed the necessary design and estimate documentation for the creation of a modern Primary Health Care Center in Trostyanets city hromada.

According to the project documentation, the following measures must be taken to implement the planned project:
- Construction of an additional 4 floors to increase the area of the medical institution from 1103.6 sq.m. to 2012.39 sq.m.
- Arrangement of a shelter for employees and visitors of the institution with a capacity of 120 people.
- Extension of an elevator to create conditions for unhindered visits by low-mobility groups of the population.
- Replacement of heating and hot water supply systems with modern systems of renewable energy sources, including through the use of geothermal pumps.
- External insulation of the facade and roof using basalt slabs. Provision of a backup source of electricity by installing a solar power plant with a capacity of 41 kW.
- Arrangement of a ventilation and recuperation system. Arrangement of 17 family doctor’s offices, including 12 general practice rooms and 7 pediatric rooms and a vaccination room.
- Creation of additional facilities, including a conference room and a cafe for visitors (up to 180 people per day), and employees (75 people).



Project goals
- improve the accessibility and quality of medical services for 26,880 citizens of Trostyanets City Hromada by establishing a modern Primary Medical Care Center.
- provide comfortable conditions for the provision of medical care to patients and effective work for 75 medical workers, including the arrangement of comfortable premises, shelters, conference rooms, and waiting areas.
- create an inclusive medical space that will be fully accessible to people with limited mobility, in particular through the installation of an elevator, convenient entrances, and internal logistics.
- increase the energy efficiency of the medical facility by introducing modern technologies: facade insulation, installation of geothermal heat pumps, ventilation with recovery, and backup power from a 41 kW solar power plant.
- increase the total area of the medical facility from 1103.6 sq. m. to 2012.39 sq. m. by adding an additional floor and rational space planning.
- ncrease the level of safety of visitors and staff by arranging a shelter with a capacity of 120 people in accordance with civil protection requirements.
The target audience of the project
- citizens of Trostyanets city hromada – 26,880 people who will have access to quality primary health care in a renovated, modern, and safe medical facility.
- patients who have signed declarations with the doctors of the Primary Medical Center – 22,776 people who will be able to receive medical services in comfortable conditions without queues, in a convenient and accessible space.
- people with disabilities – approximately 1,000 people will have unimpeded access to medical services due to the installation of an elevator, ramps, wide doorways, convenient zoning, and internal navigation.
- medical staff of the medical center – 75 employees (doctors, nurses, administrative staff) who will receive high-quality working conditions, modern equipment, spacious and functional work environment.
Project implementation period – 2 years.
